A large free bayside park combining wide lawns and a bird sanctuary with two paid star attractions: the Diamond and Flower Ferris Wheel (117m, one of Japan's tallest) and Tokyo Sea Life Park, an excellent aquarium known for its huge doughnut-shaped bluefin tuna tank, sharks and one of Japan's largest penguin colonies.
Why children love it: A giant Ferris wheel plus a top aquarium with penguins and swirling tuna, all in one free-to-enter park by the sea.
Honest drawbacks: Aquarium and Ferris wheel each have their own fee and hours; on the eastern bay edge (~20 min from central Tokyo); aquarium closed Wednesdays.
